The Contract Manager/Procurement Manager is responsible for ensuring the use of Vopak&ExxonMobil tactical procurement procedure and contract management manual, and ensuring that all contracts management & procurement related activities for the capital project including executing bidding/tendering and negotiating specific contracts are in line with Vopak&ExxonMobil  standards and defined contracting strategy.

Everyone shall obey Vopak&ExxonMobil SHEQ Policy strictly. SHEQ is everyone's responsibility and is demonstrated by individual contributions to reporting potential accident, and analyzing and controlling quality, safety, health and environmental hazards.

Contract management

-Assist and/or manage the Project Team regarding contract compliance, variation and claim procedures during the project execution;

-Manage contractors and ensure material delivery on time;

-Advise the Project team on contractual risks and their mitigation strategies;

-Actively take part in progress (Site) meetings with Contractors;

-Report to Project Manager on Earned Value, Variations, Progress and Claims;

-Reports status and variations from plan to Project manager on a periodic basis;

-Ensure that a CMP(Change Management Process) is documented in the project execution;

-Ensure all variations and changes during project execitoon comply with the above CMP.

-Manage the warranty and performance guarantees of the project assets up to the close-out of the project till the end of the warranty period;

-Report to line manager on project status.

Material & Equipment/service procurement

-Conduct key supplier pre qualifications;

-Organize bidding (such as Jianli, services, equipment, utility, etc.) or call-off from framework agreements in line with defined sourcing strategies;

-Analyse bids and negotiate agreements in collaboration with PM and other internal stakeholders;

-Report to and seek endorsement from both JV and Vopak tender board;

-Place order and manage PO execution incl. expediting etc.,

-Monitors and maintains a procurement planning, coordinated and manages the procurement process

The key performance indicators are:

1)Ensure compliance to contract terms and adequate follow-up on contract procedures;

2)Ensure compliance to change management process for scope or design change;

3)Monitor the contractors' cost;

4)Achieve project cost saving target;

5)Ensure correctness and completeness of POs;

6)Ensure the procurement schedule and delivery schedule to meet the overall project schedule needs.

Sill and knowledge required:

  • Bachelor's level by education or experience in  a  related field required;(Business, Legal or Technical);
  • 5+ years of hands-on experience in contract administration and management, preferably in the oil & gas sector;
  • Experience with FIDIC, NEC, or other construction contract formats;
  • Knowledge of and experience with Claims, Arbitration procedures;
  • Solid hands-on experience with the conducting of bidding and evaluation of bids;
  • Strong negotiation, influencing, collaboration and partnering skills;
  • Fluent in English;
  • Based at project location.
